Perched on the eastern mountains above Kyoto, Shōgunzuka Mound combines legend, history, and panoramic views. According to tradition, Emperor Kanmu stood here in 794 before moving the capital to Heian-kyō, leaving behind a mound that symbolizes military protection. Today, the site is part of Seiryuden Temple and features wide wooden observation decks that offer stunning views of Kyoto’s city grid, framed by the surrounding mountains. The grounds also include walking gardens, seasonal flowers, and cultural displays, making it both a historic site and a scenic retreat.
